The Children’s Online Privacy Protection Act (COPPA) 15 U.S.C. §6501-6506, has been in effect since April 21, 2000. The law requires that websites and online service operators who collect personal information from children under 13 years of age to first obtain verifiable parental consent. The Rule also requires operators to keep secure the information collected from children under 13 years of age. The Rule includes a safe harbor provision allowing industry groups to submit to the Federal Trade Commission for approval of self-regulatory guidelines.
